Project Background

To cope with the rapid growth of cargo and passenger traffic in Asia-Pacific region, Taoyuan International Airport, as the gateway of the country, plays an important role to link Taiwan up with global economic trade. To strengthen the services of Taoyuan International Airport and to facilitate the development of surrounding regions so as to enhance the overall competitiveness, Taiwan has positively initiated “Taoyuan Aerotropolis” Project since August, 2008, aiming to introduce functions of international trade, exhibition, logistics, finance, communications, technology, research and development, recreation, leisure and quality living zones into Taoyuan International Airport in an attempt to converge people flow, business flow, capital flow and information flow, to promote the land and industrial prosperity and development of the airport and the surrounding land, and to build a modern and multi-functional aerotropolis.

Ministry of Transportation and Communications (MOTC) started the planning of “Taiwan Taoyuan International Airport Park Conceptual Plan” (hereinafter referred as the Conceptual Plan) in accordance with Article 5 of the Statute for Developing International Airport Park. The development positioning and strategies were drafted from the perspective on the overall development of the Airport Park and the surrounding regions. The Conceptual Plan was appraised and verified by the Executive Yuan on April 11th, 2011, and the blueprint of the Airport Park development is shown as below. 

 

 

Taoyuan International Airport Corporation(TAC) drafted the “Implementation Plan for Taiwan Taoyuan International Airport Park” (hereinafter referred as the Implementation Plan) based on the Conceptual Plan and it was approved by MOTC on 28th June, 2012. In addition to the short-term objective to enhance the standards of varied services provided in Taoyuan International Airport, the priority development project is the construction of the Terminal 3 Area to plan and construct the T3 Area in a microscopic and visionary thinking to create a world-class passenger terminal and to provide quality airport services and user experiences.

A development strategy taking both the hardware and software equipment into consideration is needed for T3 Area development. As far as software is concerned, changes in the aviation industry, technological and architectural development trends, overall operation strategies and the operational efficiency of the airport should all be taken into account. As for hardware, in addition to the passenger facilities and commercial functions needed in the terminals, a concept of Mega Terminal with the viewpoint of serving the airline companies and airline alliances should also be included in the planning of T3 Area. The interface integration of the existing and new facilities should be considered and future expansion flexibility should also be reserved.
